
Winston James who resides at Mt. Granby, St. John's joined the Royal Grenada Police Force (RGPF) on August 21, 1967, and was given the rank number 244.
James underwent his initial training at the Regional Training Centre in Barbados. He has had extensive training in various areas of law enforcement that included general policing, intelligence, counter intelligence, criminal investigation management, among others.
James was promoted to the rank of Assistant Commissioner on September 1, 1990, and then as the island's top COP in February 2006, having served in almost every department, branch and division of the RGPF in various capacities, including Divisional Commander.
He spent almost 30 years in investigation, and was also made Officer in Charge of the Criminal Investigation Department.
James is described as being humble, patience, understanding, firm and effective.
Former Commissioner Russell Toppin in 1987 assessed James, his subordinate, as being one of the youngest discoveries of a capable, reliable and honest police officer who copes well under pressure.
