Attorney General James Bristol has decided to discontinue the claim brought against nine members of the National Democratic Congress (NDC), including five Government Ministers in the February 26 spying incident involving Police Constable, #77, Kellon Noel.

Noel was caught, in a clandestine manner, tape recording the proceedings of a close door meeting of the NDC Executive at its headquarters on Lucas Street, St. George's. In a letter sent to the attorney representing the NDC Officials, Anselm Clouden, Bristol ordered the sum of $1,000.00 be returned to the police spy which he claimed was taken away from him after he was caught.

Re: The Attorney General & PC 77 Kelon Noel vs Arley Gill, Joseph Gilbert, Nazim Burke, Devon Romain, Wilby Stuart, Feron Lowe, Sylvester Quarless, Gregory Hagley & Peter David (Claim No. GDAHCV2008/0916)

The subject matter refers.

The Attorney General is minded to discontinue the above-mentioned claim on his own part and the Second claimant is also minded to discontinue his own claim provided his possessions are returned to him.

I have interviewed the second claimant and do believe that he had the sum of One thousand dollars ($1,000) in his wallet at the material time.
The wallet is now in the possession of Central Investigation Department and according to the Second claimant, the sum of one thousand dollars is not in his wallet.

Further, I am of the opinion that your client became the bailee of the wallet when the wallet was taken away from him and therefore responsible for his loss of the money.

I therefore invite you to consider the settlement of this action on the following terms.

1. Discontinuance of government claims by the Attorney General.
2. Return of the government's property i.e Olympus Digital Recorder & Accessories.
3. Discontinuance of the claims made by the second claimant upon the return of his property as described in the Statement of Claim.
4. There shall be no order as to costs.
Please note that the responsibility for the return of said money in the sum of one thousand dollars shall rest with you while the responsibility for the return of his other possessions shall rest with the government.
