The main opposition National Democratic Congress has declared the preliminary voters list defective and unreliable and is calling on the Supervisor of Elections not to publish the finally revised voters list until undertaking a comprehensive review of the existing principal list of electors (the 2003 voters list). This the NDC believes must be done with a view to identifying and determining all those persons appearing on the said existing principal list who remain qualified to be registered but do not appear on the Preliminary List of Electors published by you for 2005. In a submission made to the Registration Officer for the constituency of St. George North East and copied to both the Supervisor of Elections Victor Ashby and Governor General Sir Daniel Williams it was pointed out that in the opinion of the party the enumeration process was seriously flawed and the preliminary list of electors generated there from defective and unreliable in several material respects. More regrettable, however, is the fact that, having produced an inadequate and unsatisfactory preliminary list, you have now failed or refused to do what is necessary and required by law. You have failed or refused to ensure that all persons who are qualified as electors, but not yet registered, do in fact become registered as mandated by subsections 7(1) and (2) of the Enumeration Law and Rules 11 and 12 of the Enumeration Rules (see paragraphs 4, 19 and 20 thereof). The NDC wants the
electoral office before purporting to publish any Finally Revised List
of Electors for 2005, to add to such list all those persons identified
as a result of the review exercise and avert any further legal remedies
being contemplated by affected constituents.
