| Min. Gregory Bowen |
An open letter to Gregory Bowen, Minister of Agriculture, Lands, Fisheries and Energy in the Cabinet of the Government of Grenada.
December12, 2006
Dear Minister Bowen,
Without any ado and totally without frills and nice language but with the respect due to the office which you hold in the Cabinet of the Government of Grenada, I demand that you respond, publicly, to the following questions.
These questions arise from the negative responses which you gave to Mr. George Worme, editor of "Grenada Today", to some questions he asked you at your media conference.
You called the media conference to refute allegations made by Mr. Jack Grynsberg of RSM Production Corporation that you solicited a bribe in the matter of the oil and gas contract between Government of Grenada and RSM.
Honourable Minister, the questions asked by Mr. Worme and the answers given by you were:-
Worme: Is there any agreement between the Government of Grenada and Russian people concerning oil and gas?
Bowen: To explore for oil and gas?
Worme: yes
Bowen: There is no agreement between the Government of Grenada and the Russian people sued with me.
Worme: Any agreement between Government and any Russian people, any people whatsoever?
Bowen: I don't know of any such agreement to explore for oil and gas.
Worme: So, can we safely say that no Russian group has paid any money into the Treasury?
Bowen: There is no exploration agreement with Russian group.
Now, Minister Bowen, my questions to you arising from the questions asked and the answers given by you are:-
(1). Are you acquainted, personally or otherwise, with a person named Lev Model?
(2). If you are acquainted with Lev Model, is Lev Model one and the same person as Lev Morchavez who is named, together with you, as a defendant in the Five Hundred Million United States Dollars (US$500,000,000.00) case brought by Jack Grynsberg?
(3). Are you acquainted, personally or otherwise, with a person named Edward Vasiliev?
(4). Are you aware of a Company named "Global Petroleum Group"?
(5). Is any or both of these men Russian nationals?
(6). Is there, or has there ever been, an agreement, dated 28th September, 2005, between the Government of Grenada and Global Petroleum Group, represented by either of these two Russian men, dealing, in any way, with the granting of exploration and exploitation rights to the oil and gas in Grenada's Exclusive Economic Zone (EEZ)?
(7). Did Lev Model, on behalf of himself, or Edward Vasiliev, or Global Petroleum Group, pay the sum of Two point Five Million United States Dollars (US$2.5m) to Government of Grenada, or to you as Minister of Energy, or to anyone else, to your knowledge, under the terms of that contract or otherwise?
(8). If such a sum were paid, where is it?
Please be advised that I consider it my duty, in common with all Grenadians, to protect the interest of our people, including that of future generations.
Be warned, therefore, that if you should fail to respond, within a reasonable time and publicly, to these questions, I shall report and disclose to the People of Grenada all the evidence that have come to my hand with respect to this matter. And, I shall do so without fear and without seeking favours.
Yours truly,
Reynold C.Benjamin
