Guidelines needed for diplomatic appointments |

The procedure used by government to appoint non-Grenadians to the Diplomatic and Consulate services came under scrutiny as the Commission of Inquiry continues its investigation into alleged financial wrong-doing by Prime Minister Dr. Keith Mitchell. Barbadian jurist Dr. Richard Cheltenham is leading the Inquiry set up by Governor General, Sir Daniel Williams to determine whether or not Dr. Mitchell accepted a bribe of half-a-million U.S dollars as a bribe to appoint American-born Eric Resteiner as a Trade Counselor for Grenada. Counsel for the Commission, Guyanese Dr. Fenton Ramsahoye has promised to examine the procedure used by government to appoint persons to the diplomatic service as Diplomats and Counsellors. In his address to the Commission on Monday, Dr. Ramsahoye said he believes that a different procedure should apply for appointment of persons to the Diplomatic and Consulate services. "There have to be differences and a system will need to be considered to determine the qualifications required for a particular appointment", he remarked. Dr. Ramsahoye stated that the qualifications for appointment of Ambassadors may for example differ to that used for the appointment of Trade Counselors. He also promised to investigate whether or not a system is in place to deal with funding of overseas travel. He disclosed that in the case of Grenada it appears there are no regulations in force in relations to the funding of overseas travel by external sources. "There are provisions here that the funding is to come from the Treasury of Grenada but there are no provision regulating the collection and disbursement of funds", he said. Dr. Ramsahoye expressed dissatisfaction with the way disbursements are done by the Treasury and promised to use the powers given to the Commission to make the necessary recommendations on what he believes should be done on the issue in the future. The Commission resumed on Monday after a nine month break as a result of the damage caused to York House by hurricane Ivan last September. |
