I, Timothy L. Bass, a citizen of the United States of America andformer Security Specialist of the United States Air Force, present the facts of my dealings with the individual known as Ambassador E r i c E. Resteiner, General Ambassador of Grenada (herein referred to as RESTEINER) in this written statement.

I became gainfully employed by RESTEINER in October of 1999, in St. Moritz, Switzerland. The position I held was the Director of Security for RESTEINER.

While holding this position, I was contacted on approximately June 22, 2000, by RESTEINER and notified of a meeting to take place on June 25, 2000, between RESTEINER and (name withheld).....
During this time RESTEINER advised me that it would be necessary to secure surveillance equipment to record both video and audio of the meeting between RESTEINER and (name withheld) which was to take place on June 25, 2000.

Prior to the meeting, RESTEINER and I had several dress rehearsals In order to ensure the best possible recording of the meeting. RESTEINER advised me that he was going to pay (name withheld) one-half million dollars ($500,000.00). RESTEINER stated that thatwas not the first time he had paid (name withheld).

RESTEINER advised me that the money was for payment to (name withheld) for his (RESTEINER's) appointment as the General Ambassador of Grenada, the position to which (name withheld ) appointed RESTEINER.

On June 25, 2000, I drove to Zurich, Switzerland, and personally transported (name withheld), along with (name withheld's) two body guards and personal assistant, to Villa Survretta St. Moritz, Switzerland. Upon arrival, (name withheld) and RESTEINER met, (they) sat in the living room, and carried on a conversation.

During this time, I proceeded to RESTEINER's office to activate the surveillance equipment. It was within this office in which the money was to be exchanged. I also ensured that the money was in a Louis Vuitton briefcase which was sitting on RESTEINER's desk.


The briefcase was filled with one-hundred dollar ($100) bills in United States Currency. I then exited the office and signaled to RESTEINER that everything was ready for the transaction.

RESTEINER then escorted (name withheld) to RESTEINER's office. They were in the office for approximately fifteen (15) minutes. At the meeting's end, RESTEINER and (name withheld) exited the office. I observed that (name withheld) was now in possession of the Louis Vuitton suit case which I had observed earlier in RESTEINER's office.

(Name withheld) immediately handed the briefcase to one of his body guards. RESTEINER and (name withheld) sat down to eat dinner, which was catered in. During this time, I proceeded back into RESTEINER's office and personally examined the video's content to ensure the quality of the video and audio.

The video clearly depicted RESTEINER opening the briefcase and displaying the money to (name withheld). RESTEINER closed the briefcase and (name withheld) took possession of the briefcase. I then placed the video cassette tape into RESTEINER's office safe.
Upon completion of dinner, I returned (name withheld) , along with his party, back to Zurich, Switzerland.

I observed (name withheld) exit the vehicle with the Louis Vuitton briefcase.
I then returned to Villa Suvretta St. Moritz, Switzerland, and met with RESTEINER. RESTEINER advised me that he had watched the video of the meeting between RESTEINER and (name withheld), documented herein. RESTEINER stated that he was pleased with the quality of the video and stated, "If (name withheld) ever tries to f... with me RESTEINER, I have him by the balls."
