Persons convicted of rape will have their status made known to the public after their release from Prisons.

Governor General Sir. Daniel Williams made the disclosure last week Friday while delivering the Throne Speech on the occasion of the Ceremonial State Opening of the First Session of the Seventh Parliament.

The island's Head of State disclosed that legislation pertaining to rape and statutory rape will be reviewed by the newly re-elected government of Prime Minister Dr. Keith Mitchell.
He said the legislation will be reviewed to ensure that there are much stiffer penalties in place for those persons convicted of violating others, particularly those who take advantage of young girls and boys.

"Moreover, when a convicted rapist is released from Prison, the community will be informed, as a preventive measure", Sir. Daniel told the joint sitting of the houses of Parliament.
A number of interest groups on the island have been calling for stiffer penalties for sex offenders especially in cases involving youngsters.

A few years ago, a High Court Judge on the island angered children advocates after he imposed a light three year sentence on a convicted rapist who brutalised his victim, a six year old at the time of the incident.

The man, who hails from the northern part of the island, is now back on the streets while his victim is forced to seek constant medical attention due to the nature of her condition.
On the issue of law and order in the country, Sir. Daniel pointed to the formation of a National Strategy and Action Plan on Crime and Drugs.

This document, he said has been approved by Cabinet and will shortly be laid before the House of Representatives.
The Governor-General described the report as comprehensive in nature and one with far-reaching recommendations and with a holistic approach in dealing with crime and drugs in the society.

"In order to successfully implement the Strategy and Action Plan, all stakeholders must be involved", he said.
"This includes government, the religious community, our security forces, non-governmental groups, the private sector, the teaching fraternity and of course, the local community", he added.

Sir Daniel also promised government's continued support to the Royal Grenada Police Force (RGPF) by providing opportunities for officers to improve their skills and knowledge.
The Governor General indicated that the Community Policing Programme which was introduced by the Force about three years ago and has been receiving assistance from the Public Sector Management Improvement Programme (PSMP) will continue and a Manual on Community Policing will be published for all Police Officers.

He said that statistics profiling each community will be compiled to assist them in carrying out their work at the village level.
